Pretty much SOP. Can't have a mag in the weapon without direct authorization/immediate threat. Pretty common in crowd control situations.

They've got loaded mags on them, though.

Since we refer to having a loaded mag with an empty chamber as "Israeli Carry" due to their military SOP, do we now need to refer to walking around with a completely empty gun and a loaded magazine in your pocket as "American Carry"?

Only if your mags are in your pants pocket, putting them in your shirt pocket is called "Redneck Carry"
