Vortex Defender ST Turret Adjustments

I’m new to optics and recently mounted the Defender ST from Vortex on my Echelon but the Turret Adjustments don’t seem to work . No matter if i turn the dial up/down or left/right with the provided tool the dot remains in the same spot . Is it defective ? Or am i doing something wrong ? Any help is greatly appreciated
How are you determining movement, or lack of, of the dot ?

You have to see your adjustments by shooting at a target.

You're not going to see the dot moving around but your impact point will.

I’m using a bore sight laser.. i was advised to zero at 15 yards so when i insert the laser ..stand 15 yards away in my home turn on the vortex i see two dots ( laser and vortex ) i was advised to move the turrets until the vortex dot lines up with the laser for a pretty good zero but when i turn the dials and look thru the sight the two dots are in the same spot and nothing has moved no matter how much i turn the dial. Maybe im doing this all wrong or was given bad advice as i said im new to optics. Still learning

Do you have the gun in a vise or something ?

Can you see your front and rear sights through the optic glass ?

Boresighting a handgun is unnecessary and largely ineffective. I totally agree with a 15 yard zero, but the best way to do this is on a range, at 15 yards, using a bench rest.

When you use a boresight you have to dial the turret in the opposite direction that you want to move the dot. Counterintuitive, I know, but you are actually moving Point of Impact. Are you using a proper boresight that fits into the barrel, but the laser emitter is outside of the barrel or are you using one of the laser bullets that fit into the chamber? The laser bullets can be wildly inaccurate. Also, as a first timer are you holding the gun and or your head correctly. It’s quite easy to hold your head or gun in a way that the don’t isn’t visible even though it’s bang on target.
