    It’s likely being pushed by the PD Chief’s boss…typically, the Mayor (could be City Manager)? After all, the Mayor/City Council are who needs those Federal/State funds flowing in or it’s raise taxes and likely get voted out in short order.

    From the article: “Pardons offer a path to get certain civil rights restored, such as the right to vote, although there are some limitations under state law, and the governor can specify the terms.” I didn’t see where his right to owns gun was, or was going to, be restored.
