Again, it depends on multiple factors. As I said, there are numerous situations where the bad guy has taken several rounds and kept fighting/advancing.
There are numerous examples of people (usually high on drugs) taking multiple handgun rounds and staying in the fight. Unless it's an instant kill shot, handgun rounds aren't all that effective.
I don't know about all prisons, but I know if PA it is definitely geared towards rehabilitation. There are many classes geared toward becoming better citizens. They are also offered all types of educational and trade training opportunities. And they are afforded opportunities to get their ducks...

Personally, I don't feel those freedoms should have to be restored. I don't think they should ever be removed. I also believe that we should have much stiffer penalties in the first place.

No officer shoots center mass to kill, they shoot center mass as it's the biggest, easiest target. And they're not shooting to kill, they're shooting to stop the threat. If the bad guys goes down and is still alive, but out of the fight, perfect. They're not continuing to shoot to make sure...

In theory, sure. But that's already not legal. There are already anti-discrimination laws in place. You can't refuse to serve someone just becuase of their race, age, gender identity, sexual orientation...there are already laws on the books that prevents that.

That's one of the reasons why I don't think there should be any "process." It should be automatic. Not in jail/prison, not on probation/parole, you have gun rights. Easy peasy.
