The total number of rounds expended is misleading. Accounting for training ammo, ammo given to allies, ammo expended in recon by fire, ammo fired from miniguns, only a small percentage of the total is fired by troops in contact with the enemy.
I think better comms, BODY armor, SWAT teams, patrol rifles, and better training have kept the numbers down quite a bit. Car crashes kill a lot of cops and we could do a whole lot better with that.
