Gunbroker.com has an FFL search option by zip code, and you can filter results by rating, store, or private FFL holders. Some even list their transfer fees. You could probably find a good place close to your BIL that he has heard of. Just a quick search right now listed pages of places in Tucson...

Years ago, I bought a P22 as a first pistol for my son when he was 14. I still have it, as my daughter likes to shoot it. But it is very finicky about ammo. Best results were CCI Mini-Mag 36 grain (CPHP). Higher velocity ammo works best. Don't go with cheap stuff, or you will have a lot of problems.
