not sure if it will help or hurt. considering this is a government agency that wields great power i will say it certainly won't help unless the overhaul means abolishing the ATF, which is not going to happen.
the best i see happening is status quo.

They should've made Brendan Herrera head of the ATF. Also, the ATF should be a convenience store, not a government agency.
