"Never make to floor" is also a way, a method used to keep someone else's guard down. Like as it's used for children's safety sometimes. Good thoughts of some can also be used and twisted as underhanded tactics by others w/o such good will.

Pelosi will attach these bills to other bills that will be harder for republicans to vote against, such as bills that keep the government open. We will see if republicans throw the 2A under the bus under political pressure. I'm guessing they would in a heartbeat except for the fact that if they do they are very likely to never be elected again. Other than people like Mittens or Susan Collins.
