It's not storing water that's the issue.

The bigger issue where I live is that water freezes for 4-5 months out of the year. Can't leave water in a vehicle, or any unconditioned storage. On the other hand, there's generally no shortage of frozen water on the ground during that time. A few years ago, I also built an 80-gallon water catchment system, so at least during the summer months we have some extra cushion that isn't dependent on functioning infrastucture.
