Law enforcement managers falsified their crime rate statistics to appear more 'safe'

Washington DC Police and Gilbert AZ Police are probably not the only law enforcement agencies that intentionally misled citizens, their own LE officers and elected leaders by 'cooking the books'. In doing so it appeared that the crime rate plunged under their leadership.

Follow the $$ lots of incentives for cities to push numbers

Schools are the same way and why you see several have half day schedules for problem kids. They get around 14k a year combined state and federal $$ for rack student ether half day illegal whatever and the money train won’t ask.
 
I would imagine this is a more widespread practice than we'd like to admit. A lot of "funding" decisions are made on data, and that data is almost always manipulated.

Reminds me of the joke, what does 2+2 equal?

The engineer replies, "Four."

The statistician says, "On average, four, give or take ten percent."

The accountant then asks, "What do you want it to be?"

Then there is the Mark Twain quote, "lies, damned lies and statistics!"

Pretty well sums things up, I think.

Gilbert AZ is in the fair south east valley, 25 miles away from Phoenix. It's a former farming and ranching community. It is not blue as is Phoenix, Tucson and even Flagstaff which are state university cities and historically run by (d). Those cities have the populations which vote (d) which gradually turned AZ from Barry Goldwater red to obama & obiden purple/blue. We're natives and seen the state change to (d) due to the blue cities populations. The outlying cities don't traditionally support the (d).

I knew Dorn as an MCSO Deputy and Gilbert PD Chief, he was a neighbor in an adjoining rural south east valley community. I can't imagine why he'd cook the books except to bolster his tenure as Chief. He had a no nonsense reputation in his career.

Or maybe he had a higher political office he aspired to hold. Coincidenally, MCSO Sheriff Arpaio retired the same year (2017) that Dorn did. Dorn's intention aside, Dorn's successor supported the same fraudulent scheme.

It’s likely being pushed by the PD Chief’s boss…typically, the Mayor (could be City Manager)? After all, the Mayor/City Council are who needs those Federal/State funds flowing in or it’s raise taxes and likely get voted out in short order.

That's a valid point. I don't recall much about Gilbert's city management in the time period when this occurred. We had already moved out of the valley of the damned: to much crime, to many people, to much traffic. I had worked in it for 26 years and had enough of it.
 
Realistically, almost as much of tweaking the other direction. Seeming More at risk , to pursue various grants .

And only half step removed , are jurisdictions that don't submit crime data to UCR .
 
Sucks to get caught I suppose if you’re a swamp critter. I’ll admit I’m not the most religious person, but I did have to take a few religion classes for undergraduate/graduate degrees (Christian University).

I can, however, say with certainty that I’ve never come across the verbiage anywhere in the Bible that she uttered on her way out (““I’m going to the Bible when I say this, to my haters: F you!” Smith said.”)
