As usual not enough info. I strongly suspect US expenditures to be a lot of deferred maintenance. The only way to make sure is query Pantex and STRATCOM but they ain't talking. As far as the UK goes its sole nuclear deterrence resides in four SSBNs which carry US Trident missiles. As OP says upgrades maybe?
