#1 - Weather happens. Onshore flow from the Atlantic (moisture source) with converging High/Low pressure systems with the Low Pressure system rotating counter-clockwise therefore sucking moisture off the ocean to onshore.
#2 - Areas paved with concrete doesn't allow water to soak in.

Weather changes. Dont buy into the green religion hysteria . Climate change has much more to do with solar activity than they want to admit.

An NYC official just stated that the NYC storm sewer system was built to handle 1.75"/hr. of rain, but they got between 4-8"/hr. depending on various locations.
So, it's inadequate infrastructure vs. the end-of-the-world.
And it's happened frequently because they won't/can't update the infrastructure, but they'll dump $billions into welfare programs.
