Simple Safety Rules for Firearms

I certainly do not intend any disrespect to anyone, but I'm pretty sure for the past several years the NRA and every Hunter Safety Program I'm aware of believes and teaches that the very first rule is to "Always keep the muzzle pointed in a safe direction". Rule 2 is to "Always treat every firearm as if it is loaded." I'm thinking they made the change and have been teaching in this order since the late 90's or maybe the early 2000's. I'm no longer as active as I once was in firearm and hunter safety instruction, but I'm thinking it remains that way today. If I'm wrong, someone please advise.

Again, no disrespect to anyone or any group. And in truth, as long as these 2 very most important rules are followed, it's a minor difference in which way they are presented.
