It's a game of semantics. Intentionally applying lethal force is lethal force intentionally applied. Claiming you had no intent to kill when you shot him multiple times center mass is a ludicrous argument. I think it is a concept some PR guy came up with.

Officer, have you attended police firearms training?

Yes

The targets used in that training, do they represent a human form?

Yes

What part of the target were you taught to shoot at?

Center mass

Center mass. That's the place where the heart, lungs, spinal cord, intestines are, correct?

Were you taught to shoot the target center mass two or more times?

Yes

Is it likely a person shot multiple times center mass will die?

Yes

Did you intend to kill Mr. _____?

No

Did you intentionally shoot Mr. ____ multiple times center mass?

Yes

And so on. When you shoot, it is lethal force intentionally applied, period. Whether the person lives or dies is often luck of the draw. Claiming I was just trying to stop the threat and didn't mean to kill him makes no sense in the real world.

That's very true. It's also true though if you answer " I did what any reasonable person would think necessary to stop the threat as quickly as possible. "
 
I guess it depends on the agency, but when I was a patrol officer, we were taught to shoot until the threat no longer existed.
And you don't shoot to wound, you shoot to kill.
NO…you shoot to stop!! Saying you were taught to shoot to kill will end up in really bad ju-ju.

How about if the meathead didnt try to use deadly force on an officer, he’d still be alive having a Big Mac.

I have zero sympathy for those that use true deadly intentions to try to kill an officer and end up dead.
