What is “Point Blank Range (PBR),” and what does it mean to you? Defined, point blank range is the range at which you don’t need to aim high or low to hit your aiming point. Maximum Point Blank Range (MPBR) is simply the farthest end of that distance.

I never knew there was a definition of point blank range. I always considered it the distance that you didn't need to aim to hit your target, just point and shoot.
 
My LE friend told me they consider "point blank range", when it's close enough the victim will have powder residue on them. It's about 3', like part of confirming a suicide for example would be checking for powder residue around the GSW.
