What Makes a Backpack Tactical?

Here in this college town where I live, to me "tactical" means "looks like every other weed smoking backpack wearing hippie infesting this town". So my "tactical" backpack looks 'normal' for this area, but has a ballistic plate in the laptop pocket and other novelties to make sure I can get home.

I like the looks and utility, will look further once mother no longer needs rides.

They have other ones that look decidedly less "Tactical".
