Actually diesel-electric so it used some fuel. Diesel-electrics are very quiet subs and in Cold War days patrolled the passages of the Baltic Sea and the North Sea to prevent any breakout by the Red Navy in those areas.

It's just a joke as it was hauled using electric motors, but it was powered by 2 600hp diesels.
