Shooters push past the fire line and Range takes it. Some are not super respectful and need people to clean up after them but that’s rare and typically they get the stink face next time they are in.

The range I used to go to had coffee cans we would put the brass in. If you separated it by caliber you could get a discount for your next visit.
Rim fire and aluminum went in a separate trash can.
