Remember there is Suppossed to be an Annual budget, in place, by Oct 1 EVERY year. When I first went to work the fiscal year was July 1 to June 30. The elected dimwits could never quite make the deadline, so they moved it to Oct. 1. To the best of my knowledge they have actually met that deadline ONCE in 40+ years that has been in place. Instead they run through a series of “continuing resolutions”. Each of which fund a few weeks/months. (And which plays hell with contractingIt seems to be a common-denominator with several members of Congress (both parties) to be divas/attention-hogs and be abusive to their staffs.
IMO, all members of Congress should initially only get 1/2 of their salary, plus the same Fed employee DC per diem rates for housing/food, until they pass & send off to the POTUS for signature each of ~12? annual appropriation bills by the end of the fiscal year. For each of the bills they don't complete they forgo that portion of their salary.
They should get the same annual/sick leave rates as Fed employees, and no lengthy summer/or other recesses beyond the standard Fed holidays.
Apparently, some members rent rooms from other rich members that own a home/building, but each Party should have a hotel for their members to stay at if they're not rich enough to afford to buy/rent in the normal DC market.

A good friend of mine is an electrician and owns his own electrical contracting company. He frowns on doing most electrical contracting work for the federal government because of all the hassle involved with doing jobs for the government. I dunno about the rest of y’all but if I’d ever failed to accomplish the primary function of MY job, I’d have been fired. We need to move the fiscal year to the calendar year, then ,on December 15 we need to lock these worthless SOB’s in the Capital until they have a budget in place. I guarantee there’d be a passed budget before Christmas
