As an able bodied adult, no I wouldn't carry it. There's too many other options available that are more reliable and pack more of a punch. If I was much older, I might consider differently. But even then there's pistols like the Shield EZ that make the 22 kinda pointless.

As I read it, The ATF changed another rule and banned the sale of non lethal training rounds to civilians. This is UTM’s statement explaining to its customers why this is happening.
