ACRO P-2

I have a question about an article in the summer Armory by Robert Sadowski. The article said that the ACRO P-2 have a 3.5 moa dot. I thought that it meant that at 100 yards the dot would cover 3.5 moa or a little over 3.5 inches. He stated that at 50 yards, the dot nearly covered the 6 inch bullseye that he was shooting at. I was thinking that at that range, it would cover only a little over one and three quarters of an inch? It is apparent that i am wrong! Can someone explain where I an thinking wrong?
 
most use the 100 yard as a common factor to make info equal. so, 3.5 should be 3.5" @ 100 yards and as you stated @ 50 yards it should be 1.75". this is just how the manufacturers are
