In that regard , they have been Spotty , seemingly at random .

Shrug . Intermittently Bad , is relative improvement over 100% Bad , all the time .

Reading between the lines , it's a little fuzzy as to number & percentage of Siezures from Cartels / Gangs .

Shrug . Some Enforcement directly against significant number of Actual Serious Criminals , is relative improvement of the previous near zero
