if nfa stamp is now going to be ZERO DOLLARS? why is it required to have one at all?
it was always about fees etc, if fee is going away..shouldnt the requirement to fill out said form?

The form is in play as its a registration for them to know who has them.
Gives future Presidents the ability to enact the fee again.

Its Gov. they want to know who, not the money
