OK…had to think on how to answer this…as some know, I spent 23 years with LAPD, retiring from injuries as a Sergeant…1971-94. A lot has probably changed in the 30+ years since I retired, so this is based on my experience! L.A. has 4 million occupants. Half are Mexican and half of those are illegal. L.A. county has 10 million occupants. LAPD numbers hover around 9,000, about the same as when I left. LASD, about the same. There are nearly 50 smaller incorporated cities in the county, maybe 2000 extra cops. On the other side there are probably 100,000 gang members. Many gangs do not pplike each other ala Bloods and Crips.the majority are black or Latin gangs but there are Asian, Filipino, and even Tongan/Samoan gangs. Not much in the way of Anglo gangs, though, unless you include Antifa, and any of the previously mentioned gangs would wipe the floor of them. Getting the gangs unified would take a lot of diplomacy, lot! Don’t think it would ever happen..Sure there are cops being shot at, I was the subject of one, and clearing SW station we were always pgreeted by gunfire in the distance.
However, the same holds true for the police. Jurisdiction concerns blur who is in charge of the situation. Remember the Uvalde school shooting where no-one knew was in charge; school police, city police county sheriff or state troopers. Magnify that by 10+. Cudahy has a situation and calls in Bell, Bell Gardens and others. Is Cudahy in charge and what if the situation, say a riot, expands to one or more of the other agencies. If the LASD is called to assist, do they make the decisions? Magnify this by a confederation of gangs and it would prove very interesting.
