A worthy discussion needs to be had here. High Occupancy lanes mean two or more person in auto or motorcycle or emergency vehicles during certain times. Some try to beat this with clever tricks. The driver in Portland had a mannequin in the passenger seat. The Portland Police Officer on his motorcycle wasn't fooled at all. The maximum fine of $155.00 wasn't worth it.

In AZ primarily in the PHX area, I have to ask, just how fast do you have to go? The other four to six lanes are running 75+ and you need to go faster???
