Yes after being on hold for 45 minutes they said no records with serial number that old. Get in touch with historical. Which after being sent everwhere but russia got a headache and gave up
I found phone calls work wonders in those situations. I contacted the Buffalo Bill Cody society, or some such thing, to put a date on my 1894. Phone calls worked the best.

Maybe there is no place to find out the exact year even with a serial number

Dont have alot of gun knowledge. What ammo should he try to buy
.32 S&W but it's probably going to be hard to find but here's a link from Midway USA where it's sold out but at least you can setup a notify request for when stock comes in.
Do not confuse .32 S&W with .32acp they are completely different ammo types.

The only info I could find is that serial numbers lower than 209,300 are before December 31, 1898.
