We used this excuse in the aughts and beyond for not taking action against their underground facilities. IOW it was "we don't have the munitions." They have to breath, eat and drink. Destroying ventilation ducts and entrances; we knew where they were and what was going in and out was eminently doable. The leadership just didn't want to rock the boat while we were in Iraq and to jeopardized Obama's nuclear deal. We were also undercutting Israel in their planning for this exact event.
