Here's how the Los Angeles Sheriff's Dept handles CCW applications:

Although I prefer permitless carry, I have no problem with the way they are doing it. In my view, they are taking a very reasonable approach to issuing permits.

I think it is good that a person has to get some training before getting the permit. I literally knew nothing about how to handle a gun before I got some training. That lack of knowledge could get either you or someone else accidentally killed.

It's called "May issue" and NY is being sued over it right now.

I was concerned about that as well; but they are issuing permits; and it costs only $30. That's far better than the City of Los Angeles, which rarely issues permits.

I guess if you live in California you take what you can get. I have to say I am surprised that LA county would issue carry permits in any sort of easy to maneuver manner.
