I found an app - If the caller isn't on my contact list, my phone doesn't ring. It goes to the message thing.

I use to assign ring tones for contacts.
Now I use the "favorites" star (for those I'd actually want to talk to) and keep my phone on do not disturb. The favorites ring anyways. I use an Android phone
