It looks like hard Chrome, it doesn't have that pebbly look that nickel boron usually has.

If it's chrome I would leave it be. If it's NIB I would put a phosphate extractor in it. Just me.

I don't know anything about Sharp's Rifle Co., but SOTAR did a bunch of Lantacs and plenty of them had issues. I think going forward I will stick with BCM, SOLGW ( which are Microbest that have had the injector and extractor spring upgrades and have been individually QC tested) or just straight Microbest or Toolcraft.
