Jailtime is an unrealistic expectation .
Having to abandon that particular fraud , and time lag to devise the next major fraud is better to have happen , than not .

How about the GAO/CBO report showing more the $500 Billion in the budget was for expired programs.
Poor Congressional oversight. (CR and omnibus bills are bad)
Lots of room for undetected fraud there.

In fact, $500 billion is more than two times the combined annual budgets of the Departments of Energy, Treasury, Health and Human Services, and Homeland Security."
