What do you mean by a pic rail, they already have one on them.
for the top of the slide. I have a Vortex Defender that I’d like to use on it, but there isn’t an adapter plate available that fits.

I think you may need this plate. (but best to call Vortex customer support to confirm this plate w/ Defender will fit your XDM Elite firearm):
