Possible spotting scope defect question

Sup all,

I got a vortex diamondback HD spotting scope. I was lookin at it this evening and noticed the eye focus has O stop it just spins. This isn't the eyepiece cup but the ring on the eye piece if u get me. I took pics but my Gmail being retarded. Is this piece supposed to just spin with no stop. It's the part below the eye cup with the vertical ribs
