I would say safety is essential to the vitality of a community. Reducing criminals' access to freedom would increase the security and well being of the community.

These SF politicians are living in a bubble, out of touch with reality.

Maybe and I might be crazy here, figure out the issues causing the food retailers to shutter business and fix those problems.

Then you wouldn’t have to worry about businesses closing suddenly to begin with.
I'd say you're really going out on a limb here with an assertion like that (sarcasm!). But then you could be right!!!
