Secret boat testing pond? The spikes are the sides of the boat ramp. The black would be the liner, and the smaller would be the old one that was too small.

Looks like a testing facility for both underwater, the water area appears to be ramped, and for hilly terrain to me, but who knows? Not curved enough for Ying and Yang effects for whatever reason. Almost looks like large map pointers too. Annie's Martian test track for drivers training?
