People see "they COULD have shot somebody!", freak out, and stop there.
They fail to make the next step - "but they're controlled enough that they didn't, because they understand what it means".
The ones who freak out are the same ones who, if they had a gun in their hand and were scared into using it, would close their eyes and run the mag dry as fast as they could pull the trigger, with no control or regard for where the rounds went, if they hit anyone, or if they hit the RIGHT someone. And that's why they freak out - because they don't understand the process, and the thought, that goes into carrying and firing a weapon.
