(b) A first violation of this section shall result in a fine of not more than five hundred dollars ($500). A second or subsequent violation of this section is a misdemeanor.
The use of an actual gun safe - very few of which are listed - is not mentioned. https://oag.ca.gov/firearms/fsdcertlist So, Portantino wants to decrease the security of gun storage.
