The vast majority of veterans were not in a combat arms sort of MOS. So they got the bare minimum (if any) training with weapons. And even those with an MOS that had weapons training, most of them had no kind of prior background with firearms. And really didn't want to expand on firearms training beyond what was required for their jobs or for qualification. I would venture to say most law enforcement officers are the same.
