i have seen "neighbors" like this in my area...they think they are "entitled" cuz after all..they pay the rent on time..(most momths)

when je gets assigned a new base, he will do the same crap someplace else...

like mentioned, call the city inspector, he/she can fine that person, even the owner of the house, and YES, if they clean it up..??

you can be sure they WILL charge him for the costs.

with such a spill, looks like transmission fluid.

Reporting it to the base command will do nothing except point you out as who complained about it. Report it to the city and tell them that now every time it rains, you see a sheen running down the street into the storm drains. Report it as a HAZMAT concern.
