Fairly simple to me. Check with TSA to see if you meet the criteria to carry a weapon onto a plane if not and you get caught pay the penalty like everyone else. Follow the rules and wear what you want.

If State Govt should even be involved (with guns) at best it should be administrative. LTC for example. The right to own a gun has already been legislated. I can't believe if these asinine laws were challenged the SCOTUS would uphold them even they defer to State law frequently.
