Florida had a different type insurance.
It is called: "No fault insurance"
Real meaning: if the tree was not there it would of not been hit.

Also to add to this.
My father had USAA insurance for decades.
He never once got a ticket. Once he get into a accident on black ice in DC, along with dozens of vehicles.
When he was transferred to Florida USAF base, USAA doubled his auto insurance rates.
He was confused and called USAA.
USAA replied, you have just moved to Florida No fault state.

I still use them as bank, loans and I get much better rates for auto insurance with rewards for good driving of which I still give to "Wounded Warriors".
