That's really funny since that did happen to me.
I have a large lot on my first house, and I always let my dog out before I go to bed, he ran to the corner of my lot near the street, and I see a car idling with the lights out.
I went in and called the police, and the dispatcher said it was shift change and asked if I still needed someone.
I told her I'll go take of it myself and the next shift can come and pick them up.
Someone showed up in about two minutes.
