So let me get this straight… if you’re an American with a criminal past you can’t get a gun. However, if you’re in the US illegally (a criminal) you can get a gun?

Most FFL transactions require some form of ID and proof of address. That would be a state issued DL, CC permit, voter ID card, and a state issued hunting license. I'm sure there are other forms of ID that people use.

I doubt they intend to upend the 4473 process. More likely it will only apply to charges once an illegal is caught carrying a gun. Where the gun came from is not concerning to them.
