The delay was due to the southern states' refusal to eliminate slavery by withholding their votes for independence until the "slavery clause" was removed. Benjamin Franklin spoke eloquently to his colleagues on the importance of gaining independence first, thus the removal of the "slavery clause", and the Declaration of Independence passed by unanimous vote on July 4th.

On July 2, 1776, the Continental Congress voted in favor of independence, and two days later delegates from the 13 colonies adopted the Declaration of Independence.
