So my hunch was right, you locked the slide back, inserted either a live round or empty case (most likely) since a live round would have cycled the slide. The empty fired case got stuck as they do. A couple ways you can fix it with the advice don't do that again.
One of my Hellcats matching your same condition, Take down lever up, slide slightly back and empty case stuck in chamber.
You can see I do indeed have a case in the chamber and I am indeed stuck.
First way to fix: Get a wooden dowel or brass rod something more substantial that a cleaning rod, something that fits most of the barrel diameter. Shove it down the front of the barrel and get a hammer to knock the case backwards out of the chamber.
Way two (not recommended since I do not know how you installed your red dot) Hook the rear sights or red dot on a soft edge, and push the frame downwards. You can smack the back of the grip with your hand, as you pop the frame down it will dislodge the case.
Way three (recommended if you are by your self with no one to help you) Take your rod and insert it into the barrel until I touches the case. Now holding the frame like I am, lift the gun up a couple inches holding the rod back against the case. Now smack the gun down into a table, as the rod hits, the table it will dislodge the case. you can see in my picture that as I smacked the rod down into the table it moved the slide back.
