Not all EMP’s CA Compliant??

I have a friend in CA wanting to purchase an EMP 9mm that I have. It doesn’t have CA in the serial number, but the magazine capacity is within limits. So, is there something else that’s different in the CA Compliant EMP??

I bet you are right it is based off the 70's series.
