I'm guessing the older ones are those with lost licenses from DUI .... I know that's a thing here with scooters, electric bikes and such.

in Asbury Park NJ you can rent electric scooters throughout AP that you pick-up and drop-off at different sidewalk locations... it's more for the local ghetto type areas of AP but advertised also for a fun way to get to the beach/boardwalk... so drunks and druggies get a ride if they want...
