Yeah, I've run into that. The GFCI receptacle that actually had the reset button on it was behind grossly overloaded shelving in the garage. It took me 2 damn days to find it. There were a couple of positive benefits, however. I now know where every single GFCI outlet is in the house and I offloaded tons of junk from the garage.
