That's the way I understand it, as well. Supressors on nothing more than a 4473 for GOA members at my LGS.

No clarity on transfer or "manufacture" of SBRs, SBSs and AOWs. Proceed at your own risk on these.

It should be, no tax means no extra forms or requirements. That is the clarification that needs to be made abundantly clear.
 
Well, until 2028, the DOJ has given up. Once the anti-gun party takes control in 2028 and egers the majority in SCOTUS, everything that Trump, the Republican majority in Congress, and his DOJ and ATF has done will be reversed and made 10x worse.
