Last year wife and I went to Europe. We went to Dubrovnik Croatia. Before Napolean, they were an independent city state for several hundred years (and the Republic of Dubrovnik was supposedly the First Nation to recognize the new United States). Anyway the guide told us about their system of government. They elected a new head man every year who ruled pretty much unilaterally, taking guidance from the council of elders ( mostly former head men). To keep the guys in charge honest they were financially audited on entering and leaving office. If they left with what they had when elected they were honored and a part of the ruling council from then on. If however they had MORE when leaving office than when going in they were the guest of honor at a public execution
. Tended to make the rulers pretty straight arrows
. Methinks wasn’t a bad idea….
